    Hamas terrorist attacks against Israel and humanitarian situation in Gaza: debate with Ursula von der Leyen and Spanish Council Presidency

    From 8.30, MEPs will debate with Commission President von der Leyen and Foreign Affairs Minister Mr Albares for the Spanish Presidency the despicable terrorist attacks by Hamas against Israel, Israel’s right to defend itself in line with humanitarian and international law and the humanitarian situation in Gaza. They will vote on a resolution summarising their views in plenary on Thursday.

    Parliament’s priorities for the 26-27 October European Council

    In a debate with Commission President von der Leyen and State Secretary for European Affairs Mr Navarro for the Spanish Presidency from around 10.30, MEPs will outline their demands and expectations ahead of the EU summit on 26-27 October.

    2024 EU budget: plenary vote and press conference

    At noon, MEPs will adopt their position on next year’s EU budget, ahead of talks with the Council due to start in November. EP President Metsola and co-rapporteurs Siegfried Mureşan (EPP, RO) and Nils Ušakovs (S&D, LV) will detail Parliament’s position in a press conference at 13.30.

    Debate with EU Foreign Policy Chief Borrell on geopolitics

    Immediately after the voting session, at around 13.00, MEPs will quiz EU diplomacy chief Josep Borrell on the EU’s role in a changing geopolitical context.

    Fighting the spread of illegal content and disinformation online

    Starting around 18.00, plenary will quiz Commissioner Breton and deputy minister for EU Affairs Mr Navarro of the Spanish Presidency on how to ensure internet platforms comply with EU legislation and properly tackle the increase in violent, terrorist-related and false content circulating on social media, an issue which has been exacerbated by the impact of ongoing conflicts.

    In brief

    Rule of Law in Malta: six years after the murder of Daphne Caruana Galizia. Starting around 16.00, plenary will assess the situation of democracy in Malta and the safety and independence of journalists in the country. A resolution will be put to a vote by MEPs on Thursday.

    Islamist terrorist attack in a school in Arras (France). In the evening, MEPs will discuss with the Commission and the Spanish Presidency the need to protect people and promote social cohesion after a teacher was killed in the French city of Arras on Friday.

    New EP Vice-President and Quaestor. In a secret vote at noon, plenary is set to appoint a new Vice-President and a new Quaestor to replace outgoing MEPs Michal Šimečka (Renew, SK) and Christophe Hansen (EPP, LU).

    Votes

    Between 12.00 and 13.00, plenary will vote, among others, on:

    • the situation in Montenegro, and
    • the digitalisation of the Schengen visa procedure and a new Visa Sticker Regulation.
